Operations Section Chief (OSC) to Planning Section Chief (PSC)Bridge
The concept behing the OSC to PSC Bridge is that qualified OSCs have developed skills in planning, leadership, and management that transfer readily to the functions of the PSC.  The Bridge retains the essence of the NWCG performance-based qualification system by building on the skills OSCs have already acquired to prepare them for assignments as a PSC2. Note: the bridge provides a pathway only to the PSC2 position regardless of whether the candidate is qualified as an OSC2 or OSC1.

The OSC to PSC2 Bridge will require the successful completion of two components that must be completed in the order listed below.

  1. First, the OSC must successfully complete an S-440 Planning Section Chief bridge course that is co-led by an PSC and an OSC. The co-leaders will assure adequate presentation of critical planning section concepts and skills that are in the S-440 course, but are not addressed in the Operations Section Chief training curriculum nor obtained through practical experience as an OSC2. The optional unit, Unit 7a-Technological Tools, will be required for a Bridge presentation of S-440.
  2. Second, the OSC student must successfully complete the PSC2 Position Task Book. Note: In the case of the OSC student bridging to the PSC position the PTB can only be initiated AFTER successfully completing the bridge course.

The Northern Rockies Training Center will be offering a bridge course S-440 for fully qualified Operations Section Chief Type 2 and Type 1 who have an interest in becoming Planning Section Chiefs. The course will be held March 9 - 12, 2010 and is open to OSCs nationally. The tuition for all students (excepting Region 1 USFS) is $400.

Nominations should be submitted electronically on an NWCG training nomination form as an attachment to an email sent to the Northern Rockies Training Center's mailbox - r1_nrtc@fs.fed.us

See below for the Northern Rockies Coordinating Group bridge proposal and the National Wildfire Coordinating Group - Incident Operations Standard Working Team response authorizing the bridge.
